Google does not allow "åäö" in destination urls
For some time now Google does not allow the use of åäö in destination urls in Adwords. The only solution appears to be simply to not link to pages that have åäö in them. If you are malfortuned and the top domain contains å, ä or ö then you can not put up ads Google. If someone has more information about this please post the link on this topic. Google does not provide any information other than that it unfortunately does not work in the current time.
It was not too long ago this type of domain names were allowed in Sweden, so the phenomenon is not so much known yet. Exactly when this was done, more strictly enforcing the rule that the destination address should match the display URL, is not entirely clear, but my estimate is sometime in April in May. Old URLs that are already working will continue to do so, but you can not post new ads with åäö in the destination urls.
An interesting detail in this is that the information on Google shows this example:

Comments
It seems that Google actually fixed this problem. We will get back to this issue.
